STATE.md records three owner rulings from 2026-08-17 so no session re-asks them:

  • The demo's beat ORDER is reopened for a re-cut in the final two weeks (open on the room, fold doctor into a later credibility moment, t/Y payoff after the @all beat). The eight surfaces stay; only the order moves. Until the re-cut lands, the recorded order is the one to rehearse.
  • A committed capture is a publication: every frame gets a review for workspace paths, session names and seat identity before any capture (the README hero GIF included) is committed.
  • The ordinary-turn give-up (PR council: x gives up on one seat of an ordinary turn, not just a race #290) shipped with offline tests only; its live payment on the reference box is listed as an unowned known gap, pointing at design.md §9.37's dated amendment.
