Owner

The owner ran the owed council soak on 2026-08-18, exactly as §5's runbook prescribes: a --read room, five seats reattached, idle 34.8 minutes, 210 samples. Steady state ~590 MiB / 5 processes / ~950 handles; robust drift +2.44 MiB with zero process growth — no leak. The peaks (34 processes, 1.79 GiB, 6978 handles) belong to the reattach transient, which is also the demo's opening beat. Idle seats are not quiescent: 91 CPU-seconds of vendor background machinery, observed from outside, attributed to no one vendor. Honest limits stated: one run, one unpinned clone build, a loaded box for the CPU column.

…of them leak

The owner ran the owed council soak on 2026-08-18: a --read room with all
five seats reattached, idle for 34.8 minutes, 210 samples. Steady state is
~590 MiB, five processes and ~950 handles, and the robust drift across the
halves is +2.44 MiB with exactly zero process growth — no leak. The peaks
(34 processes, 1.79 GiB, 6978 handles) all belong to the reattach transient
in the opening minutes, which is also the demo's opening beat. The seats are
not quiescent when idle: 91 CPU-seconds of vendor background machinery over
an idle window, observed from outside and attributed to no one vendor.

The section's not-the-council-room non-assertion now points at the payment.
