🎨 Palette: Improve accessibility of status filter tabs on Cases page

💡 What: Converted the Cases status filter bar from plain buttons into a fully accessible ARIA tablist component.

🎯 Why: To ensure screen reader users and keyboard navigators can properly understand and interact with the segmented control. The previous implementation lacked structural roles (role="tablist", role="tab"), state representation (aria-selected), and keyboard support.

♿ Accessibility:

• Added role="tablist" to the container with an aria-label.
• Added role="tab", aria-selected, and aria-controls to the tab buttons.
• Implemented a roving tabIndex (0 for active, -1 for inactive).
• Added ArrowLeft/ArrowRight keyboard navigation to switch focus between tabs.
• Wrapped the case content in a role="tabpanel" linked via aria-labelledby.
