GHCNh for a date window, and observations fetched only at the forecast steps - #12

ghcnh.ingest(since=, until=) and mverify db ghcnh --since/--until read and quality-control each station-year whole (the spike and stuck-sensor checks see the hours either side) but store only the window, so every GHCNh station for a few weeks fits where a year of them would not. The window is part of the version logged, so a store read for one window reads the files again for another. fetch_obs(times=) keeps those valid times, and match passes the forecast's steps: a 12-hourly forecast against hourly stations held twelve times the observations it could use (gigabytes for every GHCNh station over a few weeks). Gauge totals end at a step too, since accumulations are taken between steps, so no pair changes. Two changes that let scorvec.com's verification database pair every GHCNh station instead of a 2500-station sample:
