SignPath's OSS conditions require the public code-signing policy to list team roles and members for Authors, Reviewers, and Approvers (see https://signpath.org/terms.html). This section only names an author and an approver, so the new policy still omits who reviews PRs/non-committer changes and can fail the SignPath Foundation application this commit is preparing; add a Reviewer or combined committers-and-reviewers entry here.
