docs(vernacular): verdict rules v1.4 + Jev contracts

Summary

Docs only. Records the Vernacular verdict rule metrics-rule-v1.4 and the four Jev question contracts that feed it, so they have a permanent home next to the lineage docs.

• docs/vernacular/VERDICT-RULES.md: the rule in plain language.
  • What PASS / OBSERVE / QUARANTINE / HOLD mean.
  • Evidence paths A–D. Path C's attestation order is C_ATTESTED, then attested_operator, then attested_dictionary. A matching Urban Dictionary / Green's / Wiktionary sense fills only the "≥ 2 explainers" part.
  • The ≥ 3 slang-sense authors over ≥ 2 weeks requirement.
  • Guards: single burst, one author, bot repetition, fixtures, dormancy, sense purity, unverified senses.
  • Jev decides slang vs QUARANTINE/HOLD, and a dictionary never overrides Jev.
  • Meaningless memes (e.g. "67") are capped at OBSERVE.
  • Compounds of two base terms are mutations (e.g. "brain rot aura"; see fix(007): restore brainrot-aura family and opt-in classify admission #123).
  • Meaning comes from context first; the operator is asked only when context can't settle it.
  • An operator definition counts as attestation, but real use is still required.

Privacy

These are sanitized published copies. Each has a _publication block with its source file name and sha256. Local paths, cache paths, account names and people's names were removed or generalized. Question text, closed sets, thresholds and fail-closed rules are unchanged.

The contracts never embedded real posts. The synthetic_example blocks are invented: the made-up term "zorblet" and posts marked SYNTHETIC.

Before commit, every file was scanned:

• Pattern scan for handles, hlx-private, local paths, X URLs, long numeric ids, key/token patterns and people's names.
• Overlap scan against the local ingest DB: every observation text in 30-char windows, every author id, every observation/tweet id and every term summary.

Result: 0 hits.

Test plan

• All four JSON files parse.
• Privacy scans: 0 hits.
• No code changes.
