feat: require authorization for FIELD and N5 capture - #28

SLICE-022 reads execution_scope from the manifest (default LAB) and refuses FIELD/N5 capture without explicit operator authorization. This is the gate only, not N5 science. Tests: 125 passed. scripts/validate_specs.py PASS.
