spec: add ecosystem epistemic interchange readiness program

Summary

Introduces the Zero State epistemic interchange readiness program before ecosystem-wide EXP-001 execution and begins the Noesis Q1 reference implementation.

Gates

Defines component Q1 qualification, pairwise conformance, round-trip provenance, and explicit ecosystem readiness acceptance.

Invariants

• OBSERVED != INTERPRETED != CALIBRATED != SETTLED
• missing evidence fails closed
• transport cannot silently strengthen a claim
• EXP-001 ecosystem execution remains deferred until AC-EIC-G1
• N5 remains blocked

Current maturity

R0 implementation has begun. NOESIS-Q1 code exists but does not count as a Q1 PASS until CI/verification evidence is green and a qualification receipt is issued. Other ecosystem components remain unqualified.
