Connect this repository's existing responsibilities to one Abraxas research program using Noema as the external environment. Parent proposal: scrimshawlife-ctrl/Abraxas#243
Adds an indexed candidate participation specification with owned inputs/outputs, workflow and acceptance mapping, implementation tasks, compute relevance, failure behavior and unresolved evidence. Preserves component packet shapes, existing ownership and operator gates.
Validation: All 9 existing tests passed. New document links and git diff --check passed. No scientific experiment, GPU benchmark, new training, deployment or publication ran.
