Prepare CipherScope 0.3.0 for publication after the scanner improvements and fixes merged since 0.2.5. The minor version reflects changes to public library types and stricter configuration/output behavior.
Updates the package and lockfile versions, adds upgrade notes, configures the release workflow to publish those notes, and documents the release procedure. Pushing the version tag after this PR merges will publish to crates.io and attach Linux, Windows, and both macOS binary archives to the GitHub release.
Validation: Cargo formatting; Clippy for all targets with all and no default features, warnings denied; tests with all and no default features; cargo-audit with warnings denied; actionlint; and
cargo publish --locked --dry-runall passed.
