Does it make sense to generate the {zone}-docker.pkg.dev based on the clusters configured in cloud-deployment.yml? The deployment script already doing that to generate the VPC network:

But I suppose you can also put the artifact in a single zone and every worker pull from there. Is there a option to add all possible zones for artifact in gcloud, if it is fast enough that might be the easiest option.
