ci: include short commit SHA in GitHub Actions run name
107b5c4 
   - PR build: uses GITHUB_PR_HEAD_SHA
   - Push build: falls back to GIT_COMMIT
   - Example: PR build   │ Build #49 | PR #3 | Commit a1b2c3d
   - Example: Push build │ Build #49 | Commit qwerty1
   - With the SHA developers can immediately tell which build matches which commit
   - For direct pushes to the branch, there's no PR number to identify the build.
     The SHA becomes the only meaningful identifier
