Add agent boundary canary and memory graph observability

• add live agent boundary canary across context-pack, generic preflight profiles, and compaction hooks
• expose memory graph telemetry plus dashboard and terminal views
• add bounded project bootstrap and objective-context propagation
• sync public-safe boundary limit enforcement and compact hook stdout wrappers
