Update fixed bilingual source expectations to the approved Core 0.1.3 bodies without weakening the hash guard. Forward Lean skills, checkers and shared parsing to the Core implementation while retaining caller-selected baselines and existing interfaces. Validation: outer 87/87; Core 53/53; current Lean manuscript checks pass.

Result
Build the unified bilingual entry site, README and human documentation for AgentOrganon, OrganonCore and AdvisedOrganons. Separate rationale from tutorials while preserving philosophical commitments and the existing Lean implementation, evidence and four reader editions.
Add self-contained non-Lean content packages and the dependency-free organon installer lifecycle, with explicit philosophy adoption, conflict detection, rollback and native agent instruction paths. Add Actions-only candidate validation, actual-agent evidence collection, independent sealing, dual-channel publication and a separately approved stable transition. Release governance verifies complete rulesets, Actions settings and environments, and rechecks them before publication.
Validation
All jobs pass in Repository CI, including native Ubuntu, macOS and Windows installer tests. Public HTTPS checkout of the three pinned source revisions builds all three packages; 17 actual package/lifecycle tests pass from that clean checkout. Focused release/governance regressions pass, with separate independent installer, site, source-migration and governance reviews. Three sites pass build/link checks and actual desktop/mobile language and Lean-target navigation checks.
Review boundary
Product version is 1.0.0-rc.1. No RC, npm package or public release site has been published yet. Owner merge decisions, real six-tool credentials/results, npm bootstrap scope/credentials and the explicit npm channel strategy remain prerequisites. Protected environments must disable administrator bypass; the complete release gate rejects the current missing settings. Formal 1.0.0 requires a separate approved RC identity and fresh final-version validation.
Dependency PRs: OrganonCore #1, AdvisedOrganons #1. Original workspace HEADs and staged indexes were preserved using separate publication indexes.
