Summary

Add a production/export format that outputs one PDF per document.

Detail

• For a set of processed documents, export a single PDF per document (natives rendered/imaged to PDF).
• Part of the imaging / "Produce" phase: per tech-qa (2026-07-22), image/TIFF/PDF rendering is currently not-present. This shares the same PDF/image renderer needed for Bates burn-in.

Why

Requested by a Scaia advisor (Matt Riggs), 2026-08-20. Per-document PDF is a common production/delivery format; it stacks onto the already-highest-priority imaging/production gap (also raised by Jesse London #590, Guidepost, and seen in the CloudNine feature set).

Acceptance (draft)

• Export produces one valid PDF per document for a test set.
• Works alongside / reuses the renderer intended for Bates burn-in (feat(production): burn redactions into the produced set (post-MVP) #554).
