The ask

Make the tagging and export actions clearer, nicer buttons — the current Tag ▾ and Export ▾ dropdowns hide the actions behind a menu and aren't obvious.

Current state

Results toolbar has two dropdown buttons:

• Tag ▾ → Tag All Results, Tag This Page (and, once Tag selected documents (checkbox selection), not just All / This Page #78 lands, Tag Selected)
• Export ▾ → Export as Natives, Export Report (and Export Selected)

Suggested direction (to refine when we build it)

• Surface the common actions as labeled buttons with icons instead of buried menu items, e.g. a small button group:
  Tag Selected · Tag Page · Tag All and Export Selected · Export All · Report
• Or keep a primary button (Tag / Export) with a clear split-button caret, styled consistently with the rest of the modern results toolbar.
• Show counts where useful (e.g. "Tag Selected (2)" when 2 rows are checked) and disable actions that don't apply (e.g. Tag/Export Selected when nothing is checked).
• Consistent styling, hover states, and icons (bi-tag / bi-download) with the existing toolbar.
