[chore] に加えて [docs] [build] [ci] も git-cliff の skip にする。これらだけの差分では版が上がらず、リリース PR も開かない。
実測: ci だけの範囲 → 1.4.0（据え置き）、docs だけ → 1.4.0、feat 込み → 1.5.0（従来どおり）。
副作用として、これらは変更履歴にも載らなくなる。リリースノートは「利用者が入れるものが変わったとき」の記録という整理。コミット自体は git の履歴に残る。
