cliff.toml の skip をやめ（[docs] [build] [ci] は変更履歴に戻す）、判定を release-pr.yml に置く。タグ以降のコミットが [chore] [docs] [build] [ci] だけなら開かない。
git-cliff は skip でしか除外できず、それは変更履歴からも消える。これらはリリースに載っている方が読みやすいので、履歴には残して開くかどうかだけを workflow で決める。
実測: 1.4.0 以降（ci と docs のみ）→ 0 件で開かない。1.3.0..1.4.0 → 2 件で開く。種類が付いていないコミットはリリースに値すると数える（未知のもので止めない）。
