chore: prepare src for parallel TypeScript transcription

No transcription done yet, this PR is just a pre-initial preparation (less than a phase zero).

As discussed in #3695, development, Pull Requests, commits, and everything related to the core (lib) should not interfere with the transcription and vice versa. Each development and workflows are independent of each other.

Intentionally, no progress has been made, but you can follow the discussions in #2803 and #3695 🙋🏻‍♂️
