Updates Solid Cable from 3.0.12 to 4.0.2.
This major-version branch was rebuilt from current
main. The repository currently uses Redis—not Solid Cable—as its production Action Cable adapter, so no Solid Cable schema migration is active or required for the configured runtime. RuboCop and Brakeman passed locally before fresh CI.
