What

Adds agent-plugins, the eleventh compile target: it emits the Agent Plugins v1.0 package format (agent-plugins.org) — the vendor-neutral skill package standard published 2026-08-06 by OpenAI, Amazon, Microsoft, Cursor and Vercel (Google core-maintaining), now read by ChatGPT/Codex, Cursor, Copilot, Kiro and VS Code.

Why

Agent Plugins is a packaging standard by design: it defines no permission model, no trust or provenance, no sandboxing, and no measurement. That absence is exactly the layer Kitbash already is. Compiling to the standard — instead of treating it as a competing format — means a Kitbash skill drops into every Agent-Plugins client having already passed the install-gate safety lints, the declared token budget, and the drift check the format leaves out.

What it emits

  • Opt-in, unlike the ten auto-detected targets — publishing a plugin is a choice. Enable via agent-plugins in [project].targets, or it self-detects once an agent-plugin/plugin.json exists.
  • The compiler owns plugin.json (one repo-level manifest, not per-skill) and rewrites it only when it changes.
  • A removed skill's SKILL.md is pruned from the plugin's skills/ folder on the next compile, like every other skill-dir target.
  • Excluded from the standing-tax benchmark: it's an opt-in publishing target, it's lazy, and it wouldn't fire in the fixture's default compile — so it has no always-on cost story to measure. The generated benchmark doc is byte-identical (CI git diff gate stays green).

Tests

10 new assertions: opt-out repo emits nothing; opt-in emits the plugin; plugin.json is valid JSON declaring the spec $schema + a name; SKILL.md carries the right frontmatter; auto-detection once plugin.json exists; plugin.json not rewritten when unchanged; removed skill pruned. Full suite green; node site/build.mjs --check green; npm run bench diff clean.

Ships as 0.17.0.

Agent Plugins v1.0 (agent-plugins.org, published 2026-08-06 by OpenAI,
Amazon, Microsoft, Cursor, Vercel; Google core-maintaining) is the
vendor-neutral skill package format now read by ChatGPT/Codex, Cursor,
Copilot, Kiro and VS Code. It is a packaging standard only — it defines no
permission model, trust, provenance, sandboxing, or measurement. That

format, compile to it.

`compile` now emits a spec-shaped plugin: `agent-plugin/plugin.json` (the
required $schema + package name) plus one `agent-plugin/skills/<name>/SKILL.md`
per skill, with name + description frontmatter so clients inject only the
metadata and lazy-load the body. A skill compiled here drops into any
Agent-Plugins client having already passed Kitbash's install gate, its
declared token budget, and its drift check.

The compiler owns plugin.json — one repo-level manifest, not per-skill,
written only when it changes. The plugin's skills/ folder is pruned on
removal like every other skill-dir target.

Unlike the ten auto-detected targets this one is opt-in: enable it via
[project].targets, or it self-detects once an agent-plugin/plugin.json
exists. It is excluded from the standing-tax benchmark — it is an opt-in
publishing target, lazy, with no always-on cost story to measure.

Adds 10 tests, docs across README + site, and the changelog entry. 0.17.0.
