docs: Add KeyDecisions log + CLAUDE.md pointer - #22

Establishes a single place to record non-obvious decisions made during kronicle's evolution: what was chosen, why, follow-up implications. Seeded with every decision acted upon so far (CI scope, version catalog, KTS conversion, detekt fold-in, plugin convention, pluginManagement repos, KSP afterEvaluate removal, default branch) and the decided-pending ones (rename, screenshot drop, 0.0.1 version). CLAUDE.md gets a short "Log key decisions" pointer so future sessions treat the doc as part of the deliverable. Every open migration issue body now carries a one-line reminder to record decisions in the file as work happens — keeps the doc fresh without relying on memory between sessions.

Future sessions should not invoke `gh pr merge --auto` by default after opening a PR. The user reviews PRs manually and enables auto-merge themselves when ready. Auto-merge is only appropriate when the user explicitly asks for it on a specific PR.

Removes mechanical / quality-of-life entries that don't materially shape the KMP transition: default branch, baseline tag, JDK matrix, android.yml disabling, version catalog adoption, KTS conversion, detekt fold-in, plugin id/alias convention, pluginManagement repos, KSP afterEvaluate removal. Those belong in commit history or CLAUDE.md, not in the decisions log. Keeps: kronicle rename, drop screenshot testing. Adds two consequential decisions that were missing: - Drop KAPT (Phase 1.1) — required for KSP2 / AGP 9 / KMP processor. - CMP target list (Android + iOS + Desktop + Wasm) — the foundation every Phase 3+ decision builds on. CLAUDE.md pointer tightened to match the narrower scope: log direction-of-the-KMP-transition decisions, skip QoL and workflow tweaks.
