You will receive the following error if you have a fresh install of windows 11 22H2+

The fix is to disable the following setting in Windows which is now enabled by default to block unsigned packages:
Smart App Control needs to go from "On" to "Off"

Please be aware that this setting cannot be re-enabled without a re-install of Windows.

This isnt really about Windows Security as far as I can tell. Its moreso your current Windows Profile is controlled/has permissions set by an administrator, assuming this computer isn't yours directly.

I think it's actually a generic error, and not actually referring to a policy causing the issue.
I wondered the same thing, as this is my personal device which I built myself and has had no connection to any organisation, I even fully wiped it a few months ago.

I checked for any links to an organisation / family and couldn't find any, but removing that setting seemed to fix the issue instantly.
So I think Windows the error it provides is just misleading. This is why it took me a while to find the fix, because I was looking through my devices local policies where all of the settings where defaulted.

If it isn't that then perhaps theres something wrong with the way we setup the installer via WiX? But as far as I can tell, 23H2, 24H2, and 25H2 has worked without a hitch.

Interesting... I have no idea then.
If anyone else comes across the issue, just know that disabling the setting I showed will fix it.
