Even though this PR doesn't fix all of the Elixir 1.19 issues, separating out this one for fixing the deprecation warning on the mix.exs certainly could be merged.
The other issues looked like the type system/struct update which should be mechanical to fix, but are not as trivial as the preferred_cli_env one.
