v2.4.1 AV8B mod - transfer to waypoints or target points

AV8B:

1. Adds option to transfer waypoint list into waypoints or target points.
2. Change coordinate system entry from DMS to DDM
   (AV8B can accept new coordinate formats since stable DCS version 2.9.1.48335 and open beta 2.8.8.43489)

NOTES:
Only the first 10 waypoint entries will be transferred into T1-T10.
For example, in a list with 12 waypoints, the first 10 will be assigned to T1-T10, the remaining 2 are ignored.

WARNING:
Targetpoints option will overwrite current T1-T10 target points.
