Add TSC + TITAN RX v2 governed systems assurance

Extends the TSC defensive systems console with TITAN RX v2, a cyberpunk readiness and governed systems-assurance digital twin for mission assurance, training, maintenance, resilience, and recovery.

Implemented baseline:

• /tsc and /titan-rx protected routes
• TITAN RX platform registry and UAV readiness profile
• readiness, maintenance, power, thermal, communications, sensors, software/firmware, supply/logistics, crew qualification, and recovery simulation
• human review, Golden Shield review/recovery decisions, ETHER evidence presentation, Reality Delta, and public/simulated orbital-awareness visualization

TITAN RX v2 major update:

• governed systems-assurance profile v2.0.0
• safety-interlock evidence review
• approved configuration-baseline comparison
• maintenance evidence review
• operator qualification evidence review without role-based inference
• evidence freshness enforcement
• recovery/failover assurance simulation
• deterministic assurance scoring with SIMULATION_PASS / REVIEW_REQUIRED / UNKNOWN states
• stale or missing evidence cannot auto-promote readiness
• dedicated v2 assurance verifier added to TITAN RX CI
• explicit non-operational execution domain with no external hardware control or device actuation

• production build

Safety boundary remains strict: no targeting, firing-solution computation, weapon release, firing-relay control, autonomous lethal execution, offensive cyber, or real-world hardware-control paths. The v2 enhancement improves assurance, readiness, maintenance, configuration governance, and recovery—not weapon employment.
