This adds a GitHub Actions workflow that builds the project and runs simple checks (tests where present, otherwise build plus language-appropriate static checks) on every push and pull request.
The workflow is tailored to this repository's language and build system so that opening a changeset produces a real, running CI check. This is part of an effort to ensure the sourcegraph-testing repositories have interesting CI configured and running, so we can validate changeset hook behaviours.
