chore(deps): defer web major bumps while v2 phases build on the locked stack#40

…d stack Dependabot's web-deps group bundled Next 15→16, Tailwind 3→4, TS 5→6, Vitest 2→4, Biome 1→2 in one PR (#33) — web CI fails on it, Tailwind v3 is a recorded Phase 15 decision, and the v2 editor/calendar designs were fact-checked against the current stack. Ignore semver-major for /web so patches/minors keep flowing; majors become a deliberate migration phase at the post-Phase-30 re-audit.

Settles the #33 question by policy instead of by migration:
web-depsgroup now ignores semver-major — patches/minors keep flowing weeklyWith this merged, dependabot drops #33 on its next scheduled run (all 7 updates fall under the ignore); closing it manually sooner is equivalent.
