This allows regions to be updated separately from the sim or from each other.
Potentially they could go anywhere - even to the same location as dngearsim just as long as RegionService.js has the correct url to the locations.
There are a set of scripts in a separate dntpreprocess project that create the optimised files as well as a few extra files.
