This converts all projects/services that we have to use
uvandpyproject.toml. It also removes any indirect dependencies that were specified inrequirements.txt, likely a result of runningpip freeze. The benefit of this change is ease of automatic dependency maintenance going forward.This PR keeps all direct dependency versions exactly as they were in
requirements.txt. This is abnormal for resonant apps likeanalytics, but it is done this way to prevent any actual dependencies from changing in the prod images.A subsequent PR can be made to loosen some of these constraints.
