Changed draft mode to true and mode to append to prevent immutable release errors. Releases now stay in draft state until manually published, allowing re-runs to upload assets without 422 errors. Co-Authored-By: Claude Haiku 4.5 <noreply@anthropic.com>

Releases stay draft (retry-safety from #121) until goreleaser succeeds, then this step flips draft off. v1.3.14 shipped as a draft and had broken untagged-* asset URLs (404 on brew upgrade) until published manually. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
