Switches CI from goreportcard scoring to golangci-lint and clears all 71 issues it surfaced (errcheck, gocritic, staticcheck, unused, ineffassign) across the codebase, so the new gate starts clean. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
