release: v1.22.3 taskboard repack

Summary

• Repackage the pinned dashi-taskboard snapshot at c9fb80c (v1.1.23) after reviewing its current runtime/layout changes.
• Keep the existing runtime resource roots because the new Taskboard files remain under already bundled server / shared / scripts / cli / inject paths.
• Use npm ci for vendored Taskboard installs in release builds and CI.
• Strengthen check-release.mjs to initialize/verify the pinned submodule, validate the Taskboard resource contract and Node engine requirement, and check version consistency including Cargo.lock.
• Bump Codex Pro Max to 1.22.3 and add release notes.

Packaging fix

Cargo.lock still declared the root package as 1.22.0 while package.json, tauri.conf.json, and Cargo.toml were already 1.22.2. This PR synchronizes all four version sources before release.
