Owner

Implements #297.

Description

An authenticated owner whose animal is unregistered for the current year can now request registration directly from the portal instead of re-entering everything in the public /animal-registration intake form. The request is prefilled from canonical owner/animal data and lands in the same registration_submissions staff queue — staff review it and create the authoritative registration through the existing flow. The portal never creates a registration row.

Owner flow

  • Animal card gains Register {name} for {year} when the animal is unregistered and has no in-flight request.
  • Dialog shows animal + owner details already on file (read-only), an optional "Anything changed?" note, and an optional payment receipt.
  • After submit the card shows Request submitted / Awaiting SFPCA review; after staff approve + register it shows the normal registration state; after rejection a contact-us next step.
  • A cancelled current-year registration still holds the (animal, year) slot — the card shows a contact path, never a CTA that could not be fulfilled.

Staff flow

  • Intake queue shows an Owner portal source badge, the linked canonical animal (link + registry ref), the owner note, and a one-click Register that resolves the canonical animal/year server-side — no re-matching for a trusted relationship.
  • Public submissions are unchanged (animal picker, manual match).

Data model (migration 0025, additive)

  • registration_submissions gains source, animal_id, ownership_id, auth_identity_id, requested_year, owner_note + FKs (animal restrictive; ownership/identity set-null like owner_requests).
  • Partial unique index (animal_id, requested_year) WHERE status='pending' AND animal_id IS NOT NULL — one in-flight request per animal/year, enforced by the database so concurrent submits serialize and exactly one wins.
  • Checks: valid source, year range, and portal rows must carry animal + requested_year.

Security

  • requestRegistrationAction → requireLinkedOwner → createPortalRegistrationRequest re-verifies the current ownership via getOwnedOwnership inside the mutation transaction: fabricated or foreign ownership ids die there (IDOR). Animal id is resolved from the ownership, never trusted from the client.
  • Server rejects: non-uuid inputs, ineligible lifecycles, any existing (animal, year) registration row (cancelled included), and duplicate pending requests (23505 → conflict; same submission id → idempotent success).
  • Rate limiting reuses registration.submit but keyed by account identity (subjectForPrincipal), not shared-IP heuristics.
  • Receipt upload reuses the single /api/receipts/[submissionId] boundary unchanged — atomic claim, byte limit, MIME/magic-byte validation, receiptRequested entitlement, create-only storage. Public intake untouched.
  • Audit event records source/person/animal/year — no receipt content.

Unchanged

Registration eligibility/years, fee rules ($10/$100, server-side), payment ledger derivation, staff review transitions, public intake behavior, ownership/confirmation semantics, receipt security model, demo lifecycle.

Type of Change

  • New feature

Testing

  • I have tested this locally
  • I have added tests for new functionality
  • All tests pass

Coverage: tests/db/registrations.test.ts (+17: eligible request creation, canonical linkage, source=portal, note bounds, fabricated/foreign ownership rejection, ineligible lifecycle, already-registered block incl. cancelled, pending-duplicate block, concurrent submits → exactly one, idempotent retry, year pinning, public submissions unaffected); tests/db/ownership.test.ts (+4: projection states pending/approved/rejected/none); tests/portal-animal-card.test.tsx (+5: CTA visibility rules, request states, cancelled state); E2E owner-portal.spec.ts (+1 full journey: owner submits → staff sees Owner portal + linked animal → one-click Register → owner sees registered); accessibility.spec.ts (axe scan extended to the request dialog).

  • tsc --noEmit clean; eslint clean; npm test 1226/1226; next build clean.
  • Local Playwright (emulators): 34/34 across owner-portal, registration-lifecycle, accessibility.

Checklist

  • Code follows the style guidelines of this project
  • Self-review completed
  • Documentation updated if necessary
  • No console errors
  • Mobile responsive

Additional Notes

  • No demo seed changes — the existing Captain/Mochi/Sunny states exercise this live during a demo (Captain is the request path). No production reseed needed; migration is additive and safe for existing rows (all new columns nullable/defaulted).
  • Follow-up ideas captured in Owner portal: in-portal annual registration request for owned animals #297 comments: owner-visible fee estimate before submit, request-history surfacing in the owner_requests panel, staff notification on portal-origin submissions.

Enhancements:

  • Expose portal request status and cancelled-registration guidance on owner animal cards.
  • Add portal request provenance, canonical links, requested year, and owner notes to registration submission records.
  • Reuse receipt uploads and apply authenticated, identity-based rate limiting to portal submissions.

Build:

  • Add the additive database migration and schema constraints for portal registration requests.

Tests:

  • Add database, portal UI, admin UI, end-to-end, and accessibility coverage for the owner registration request flow.

Summary by CodeRabbit

  • New Features
    • Owners can request annual registration for eligible animals through the portal, with an optional note and receipt.
    • The portal displays request statuses and explains when a cancelled registration prevents a new request.
    • Staff can review portal requests with linked animal and owner details, then register the animal directly from the submissions list.
  • Bug Fixes
    • Staff registration from a portal request uses its linked animal and requested year, helping prevent mismatches.

…taff review (#297)

An owner whose animal is unregistered for the current year can now
request registration from the portal instead of re-entering everything
in the public intake form. The request lands in the same
registration_submissions staff queue — staff still create the
authoritative registration; the portal never does.

- registration_submissions gains source/animal_id/ownership_id/
  auth_identity_id/requested_year/owner_note plus a partial unique
index on (animal_id, requested_year) WHERE pending, so concurrent
submits serialize and exactly one wins.
- requestRegistrationAction re-verifies the current ownership
server-side (getOwnedOwnership), rejects foreign or fabricated ids,
blocks animals already holding the (animal, year) slot — including
cancelled rows — and rate-limits by account, not IP.
- The card shows the honest in-between state: Request submitted /
Awaiting SFPCA review, then the normal registered state after staff
approval. Rejected shows a contact-us next step.
- Admin sees an "Owner portal" badge, the linked animal, the owner
note, and a one-click Register that resolves the canonical
  animal/year server-side — no re-matching for a trusted link.
- Receipt upload reuses the single /api/receipts/[submissionId]
  boundary (claim + byte/MIME validation + create-only storage).

📝 Walkthrough

Walkthrough

The pull request adds an owner-portal registration request workflow. It stores requests with animal and ownership links, displays request states to owners, and lets staff register portal requests from the submissions queue.

Changes

Portal Registration Requests

Layer / File(s) Summary
Request data and creation
drizzle/0025_portal-registration-requests.sql, drizzle/meta/_journal.json, src/lib/db/schema.ts, src/lib/types.ts, src/lib/registry/registrations.ts, src/lib/request-identity.ts, tests/db/registrations.test.ts
Submission records now support portal provenance, animal and ownership links, a requested year, and an owner note. The registration service validates ownership and eligibility, creates pending requests, and handles duplicate submissions. Tests cover request validation, deduplication, and staff resolution of linked submissions.
Owner request and status display
src/app/portal/actions.ts, src/lib/registry/ownership.ts, src/app/portal/portal-client.tsx, tests/db/ownership.test.ts, tests/portal-animal-card.test.tsx, tests/e2e/accessibility.spec.ts
Owners can submit requests with an optional note and receipt. Animal cards display request or cancellation states. Tests cover request submission, status display, and dialog accessibility.
Staff review and registration
src/app/admin/registrations/actions.ts, src/app/admin/registrations/page.tsx, tests/db/registrations.test.ts, tests/admin-registrations.test.tsx, tests/e2e/owner-portal.spec.ts
Staff can view portal request details and register a portal request using its linked animal and requested year. Public submissions retain manual animal selection. Tests cover staff registration from the queue and the owner-to-staff workflow.

Demo Reset Test

Layer / File(s) Summary
Partial reset expectation
tests/db/prelaunch-demo.test.ts
The partial-reset test now truncates persons with cascades and expects animals to remain in the residual report.

Priority: ➖ Normal

Merge Risk: ⚪ Minimal · up to c4da7

The owner-request and staff-registration flow is mergeable based on the supplied evidence; the previously identified cross-owner retry issue has been addressed.

Security Architecture Review

Security architecture risk: 🔵 Low · up to c4da7

Owners cannot directly create registrations, and requests are checked against their current animal relationships. The main unresolved design issue is how an existing request should behave when ownership changes: the request can continue influencing the new owner’s portal and staff workflow without explicitly reconciling the original requester.

Retained concerns

  • Low · architecture · inferred: A portal request retains its initiating owner snapshot, but subsequent visibility and registration use the animal/year rather than reconciling that ownership. After transfer, the new owner can inherit the former owner’s pending or rejected request state, suppressing their own request affordance; staff can register that request under the current owner. This carries prior requester intent across an ownership boundary. Staff authorization limits exposure, and whether requests intentionally transfer with the animal remains unresolved.
Security review details

Security Blast Radius

  • inferred — The new owner-controlled mutation is bounded to animals reached through that person’s current direct or household ownership and the server-selected registration period. It creates queue records and can occupy pending-request slots; authoritative registrations still require a separately authorized staff action.

Security Findings and Attack Paths

  • inferred — An initially authorized owner can leave a request whose effects survive a subsequent ownership transfer. The request may suppress the successor’s portal request path and remain eligible for staff registration without reconciliation of the initiating ownership. This is an inferred lifecycle risk, not demonstrated privilege escalation or unrestricted access to unrelated animals.

Trust Boundaries and Controls

  • observed — The portal obtains identity and linked person from the server session, rejects unlinked identities, and applies an identity-keyed submission rate limit. The request service derives the animal from the authorized ownership instead of accepting client animal selection.
  • observed — The request transaction uses a non-locking ownership authorization read. Ownership closure and transfer lock their ownership row, but do not reconcile registration requests in those transactions. Authorization at initiation therefore does not establish continuing requester authority throughout the queued lifecycle.

Resilience and Maintainability Implications

  • observed — Submission review changes are row-locked and audited atomically. Authoritative registration creation separately locks the animal and enforces its occupied year slot. The new action rejects already-rejected submissions before creation, but that check is outside the registration transaction and registration creation does not finish the submission review state.

Hardening Proposals

  • proposed — Define whether a request belongs to its initiating owner or follows the animal. Enforce that policy during ownership changes, portal projection, and staff registration; require explicit reconciliation when the initiating relationship is no longer current.
  • proposed — Bind idempotent success to the original canonical request identity, not only person and UUID, so reuse for a different animal or year returns a conflict rather than false success.

CodeRabbit finding on #298: the portal one-click Register rendered on
rejected rows too, and the action didn't check submission status —
clicking it would contradict the recorded staff decision. Guard
server-side for both portal and public submissions (reconsideration
goes through the review transition back to pending) and hide the
Register affordance on rejected portal rows.

CodeRabbit review-body finding on #298: the 23505 recovery looked up
the submission id alone, so an owner presenting another owner's
existing submission id received an idempotent success for a row that
isn't theirs. Scope the recovery lookup to (submissionId, personId) —
a foreign id now reads 'conflict', while a true retry by the rightful
owner stays idempotent. Covered by a cross-owner regression test.

Rebased onto current main: the primitives from #282 (loading buttons,
Skeleton, motion tokens) are now on main, so this is only the polish
delta. Applied semantically over the newer portal work — #296's
confirmation/registration card split and #298's portal-native
registration request keep their exact behavior and copy; the request
submit gains the same busy-spinner wiring as confirm/report/missing,
and the staff one-click Register for portal requests shows its
pending state.

- Admin: AdminLoading skeletons replace bare "Loading..." text;
per-row pending spinners keyed by mutation pendingKey (status,
  receipt, link, register, portal-register, retention holds);
sidebar links get press feedback; logout uses loadingText.
- Portal: busyAction tracks the pressed action so the spinner lands
  on the right button; inline report/missing forms animate in;
  withdraw/save-profile buttons show pending.

No business logic touched: registration semantics, request dedup,
confirmation, payments, ownership, review transitions unchanged.
