Dutch Phase 1: localized content for home, diving, plan-your-trip, courses, contact, book

Depends on the localization foundation issue (#150). Audit: docs/MULTILINGUAL.md (#134, PR #149).

Scope

• Per-locale content modules under content/nl/ for: /, /diving, /plan-your-trip (incl. FAQ), /courses, /contact, /book intro copy (Checkfront widget stays English).
• Shared typed UI dictionary content/nl/ui.ts (satisfies typeof enUi) covering nav, footer, form labels, CTAs (~50 strings).
• content/nl/GLOSSARY.md for scuba terminology (agency names SDI/TDI untranslated, "Nitrox", "2-tank dive", Saba Marine Park terms).
• Localized titles/descriptions are written copy, not machine output.

Human review is a production release gate

AI/machine translation may be used to draft Dutch copy, but no Dutch customer-facing content may go live without explicit human review and approval.

Each localized page/module must carry review metadata sufficient to determine whether it is publishable, including the equivalent of:

• reviewStatus: "draft" | "approved"
• reviewedBy
• reviewedAt

Exact implementation may vary, but the contract is mandatory:

• unreviewed/draft translations may exist in source control and preview deployments
• unreviewed/draft translations must not be exposed on production Dutch routes
• unreviewed/draft pages must not appear in the production language switcher
• unreviewed/draft pages must not be emitted in production sitemap/hreflang metadata
• production must fail safe to English / omit the Dutch route rather than expose unreviewed copy
• approval must be explicit and traceable; absence of approval means not publishable

Human review is not limited to grammar. Review must verify:

• Sea Saba brand voice
• scuba terminology
• SDI/TDI terminology
• certification requirements
• Nitrox and equipment wording
• Marine Park / operational rules
• travel and transport guidance
• booking/cancellation wording
• any safety-critical statements

For operational and safety-critical content, the reviewer must be competent in the subject matter, not merely a fluent Dutch speaker.

Quality gates

• Native/human Dutch review mandatory on all customer-facing Dutch pages before production publication.
• Operational guidance (getting-here, ferry/mooring) and safety-critical copy (certification requirements, Marine Park rules, fitness-to-dive) require subject-matter-aware review.
• Legal pages stay English-only this phase.
• sourceHash/lastReviewed headers per module (see freshness issue Translation freshness check: sourceHash/lastReviewed + CI warning #152).
• Production publication logic must enforce the human-review gate rather than relying on a manual checklist alone.

Out of scope

• /dive-sites, /visiting-yachts, /about, /partners, /dive-log, legal pages — Phase 2 or English-only.
