Can't get SKSE to launch

following the guide, I get up to step 9 where you're supposed to launch skse64 from the terminal when you launch the game, and all I get is the following error
Proton: No compat data path?
before installing the skyrimse proton, I was running the game vanilla via proton 4.2.9 so I know the game works

[jeffery@Desky Skyrim Special Edition]$ ~/".steam/root/compatibilitytools.d/skyrim-proton/proton" run skse64_loader.exe
Proton: No compat data path?

UPDATE:
[jeffery@Desky Skyrim Special Edition]$ export STEAM_COMPAT_DATA_PATH=~/.local/share/Steam/steamapps/compatdata/
[jeffery@Desky Skyrim Special Edition]$ ~/".steam/root/compatibilitytools.d/skyrim-proton/proton" run skse64_loader.exe
Proton: Upgrading prefix from None to 3.16-1 (/home/jeffery/.local/share/Steam/steamapps/compatdata/)

then I get an error window that says:
Application load error 3:0000065432

UPDATE 2:
After a routine update and reboot it works now, not entirely sure why. Not sure if this should be closed or left open for investigation

Exact same problem, but reboot didn't fix it for me!
