Org-wide decommission of the colima/Docker orion fleet. Dropped the stale 'no gh CLI on the self-hosted runner' rationale comment in release.yml — ubuntu-latest has gh preinstalled, though this step uses the action either way.

Org-wide decommission of the self-hosted orion runner fleet (colima/Docker on orion.local) — see spore-host's PR for the fleet-side removal. The fleet's cost/speed tradeoff is accepted as no longer worth its outage surface (disk-fill, reboot crash-loops, Broken colima VM); moving to GitHub-hosted ubuntu-latest instead.
