What

docs/language_status/cobolrt_api.json summary recomputed (cobolrt_api.py generate; diff is the one summary line): members 1204 -> 1206, public 812 -> 813, internal 392 -> 393.

Root cause

#7960 hand-added CicsTask.undefinedInRegion (public) and withRegionFiles (internal) while #7966 had changed the summary; the merge was clean as text, so the summary went stale. Only ground-truth part 1/4 failed (1 of 2459 tests, test_the_manifest_is_the_sources_surface); not an infrastructure flake.

Class

A derived count in a committed manifest goes stale when concurrent PRs each edit the members (same as #7939 / #7941).
Sibling gaps: the manifest is the only docs/language_status/*.json with a summary, so there are no other stale ones. The race itself can recur; it needs a merge-time recount (rebase/merge-queue check). No burned-estate program needs it (sweep scope).

Facts checked

• Reproduced the failure locally; after the fix pytest tests/cobol_mainframe/test_cobolrt_api.py 61 passed and cobolrt_api.py reports the contract holds.
• Merged origin/main first; open PR det: JSON GENERATE CONVERTING ... TO JSON BOOLEAN (Part of #7524, #7709) #7949 also touches this file (members only, will need a summary recount on merge).
• Data-only: no golden bless.
