plan(eval): preregister August ClinVar amendment

Summary

• add ADR-0020 and a new prospective amendment registration for the August 2026 ClinVar monthly archive
• preserve the prior ADR-0013 BLOCKED_DATA result byte-for-byte
• define a pre-data approval boundary, immutable prospective overlay lifecycle, terminal outcomes, and ordered freeze/run/report stages

Why a new registration

The original prospective run is an immutable terminal BLOCKED_DATA result because its frozen URL returned 404. This planning PR does not repair or substitute that outcome. It preregisters a separate attempt against the correct archive-root URL before any archive GET, hashing, label inspection, benchmark derivation, or scoring.
