I had an old PR for this which I decided to re-create from main. In total there are now 3 open PRs for the same issue (issue #9122), with two main architecture styles. Please review and merge one of the 3 please 🙂

Closing as a duplicate of #9122 — same Antigravity/agy quota/rate-limit bug (this ticket already points at #9122 and the open PRs against it). Please keep discussion and review on #9122.
If something here is a distinct failure mode, comment on #9122 and we can split it out.
