Continue in New Session to Qoder CLI starts without the handoff context #26487

Summary

Choosing Qoder CLI in "Continue in New Session…" launches Qoder, but the new session never receives the handoff/continuation prompt. The user has to copy the previous context in by hand.

Notes

• Qoder uses promptInjectionMode: 'flag-prompt-interactive' (qodercli --prompt-interactive "<prompt>"), the same mode as Antigravity in [Bug]: Continue in New Session fails for Antigravity (AGY) — likely race condition in flag-prompt-interactive handoff #17408.
• Continuation goes through launch-agent-session-continuation.ts → launchAgentInNewTab with promptDelivery: 'submit-after-ready'.
• feat(agent-launch): keep long prompts off the launch line and paste them after readiness (step 1 of 7) #24257 (in v1.4.222) moved long launch prompts to a post-readiness paste; check on ≥ v1.4.222 whether the prompt is lost on the command line or in the paste.

Expected

Qoder starts with the handoff prompt, or Orca reports that delivery failed and offers "Copy prompt".

OS, Orca version, qodercli --version, focused vs full-transcript handoff.
