[Feature]: Warn a workspace when someone else opens a PR for its linked issue #29064

Open

Description

@petersindex

Problem or use case

When I start a workspace from an issue, Orca links them (linkedIssue). It tracks the PR for my own branch, but nothing tells me when someone else opens a PR for the same issue.

This bit me twice this week:

Agents running in the workspace can't see it either, so they keep building something that's already been done.

Proposed solution

For a workspace with a linked issue, check the issue for open PRs or MRs from other branches, the same way Orca already polls the workspace's own PR.

If one turns up:

GitHub lists these as cross-referenced PRs on the issue timeline, and GitLab has related merge requests on an issue, so it doesn't have to be GitHub only.

Alternatives or additional context

Today I check by hand with the GitHub search for the issue number before pushing. It's easy to forget, and it's too late once the work is done.

I built it in #29080, with screenshots of the row badge and the hover.
