Describe the bug

There is a synchronization issue between the session reset time shown in the main extension popup and the one displayed in the bottom status bar.

As seen in the screenshot, the popup states that the session resets in 2h 33m, but the bottom bar displays 5h for the same session.

To Reproduce

1. Open the extension popup to check the remaining session time.
2. Look at the bottom status bar.
3. Observe the discrepancy between the two timers.

Expected behavior

Both timers should be synchronized and display the exact same remaining time.

Summary

Status bar chip shows fixed window size (formatWindowLabel(windowMinutes) → "5h" for Codex’s 300-minute session). Popup shows remaining time (formatResetCountdown(resetsAt - now) → e.g. "Resets in 2h 33m"). Same RateLimitWindow, two different formatters → reporter’s 2h 33m vs 5h.

Resolved by #9004 (merged). Closed #8493 for this issue (different bug: weekly-only window classification).

Rationale: status-bar rate-limit chips now use remaining time when resetsAt is known, matching the usage popup countdown.
