fix(settings): keep the agent environment editor reachable when empty - #36034
In Settings > Agents, each coding agent has an Environment box for extra variables, such as a custom CLAUDE_CONFIG_DIR. For almost every agent, that box was hidden when it was empty, so there was no way to add the first variable from the UI. Now the box is always shown, even when empty, so you can type into it.
What Changed
Before:AgentDefaultEnvInput returned null unless the agent had built-in default env vars, an override, a draft, or a save in flight. Only goose has built-in default env vars. Claude, Codex, Gemini, and the rest showed Command and Arguments but no Environment field. Resetting an agent's environment to {} also made the field disappear.
After: the editor always renders. When empty it shows its existing No default environment placeholder. Typing KEY=VALUE and blurring saves through the same onSaveEnv path as before. The Reset button stays hidden while the field is empty.
Mechanism: removed the showEmpty prop and its early return null from AgentLaunchDefaultsEditor.tsx, and removed the hasDefaultEnv plumbing from AgentCatalogRow.tsx and AgentLaunchSettingsCatalog.tsx. The return type narrows to React.JSX.Element.
Why
The gate came from #31315, a fix for goose's Reset behavior. Hiding the editor for every other agent looks like a side effect of that fix, not something it set out to do. The reporter confirmed the backend works: settings.mutateAgentLaunch with environment-set persists correctly. So the only defect was the UI hiding its own input. The remote HostAgentEnvironmentEditor never had this gate, so this change also makes local and remote hosts behave the same. Removing the gate was simpler than adding a separate "Add variable" button. An untouched empty field saves nothing.
Rendered with a temporary component fixture (pnpm fixtures:shot): Claude with no environment configured.
Before
After
Testing
Reproduced on main: the new unit test fails with Unable to find an element with the placeholder text of: No default environment because the component renders nothing. In both reset cases of the persistence test, the input unmounted.
New test keeps the environment editor reachable when no variables are configured: with an empty env, typing CLAUDE_CONFIG_DIR=/tmp/claude-official and blurring saves { CLAUDE_CONFIG_DIR: '/tmp/claude-official' }.
agent-permission-conversion-persistence.test.tsx used to assert that the input disconnects after a reset to {}, which locked in the bug. It now asserts that the input stays mounted, editable, and empty, which covers the real Agents pane wiring.
pnpm test on the touched settings files: 2 files, 33 tests passed. All of src/renderer/src/components/settings passed during review (195 files, 1389 tests).
oxlint, oxfmt, anti-slop, code-quality native plugins, ast-grep, and the changed-code quality gate are all clean.
Platforms: tested on macOS (unit and fixture). The change only affects whether the renderer shows the field, with no platform-specific code. Remote/SSH hosts use HostAgentEnvironmentEditor and are unchanged. There is no IPC or schema change, so mixed-version hosts are unaffected. Mobile has no agent env editor.

Review
Reviewed independently by Claude and Codex. Both approved and found no blockers. Tradeoff: each expanded local agent row now shows an empty Environment field, so it is one line taller. This matches the behavior before #31315.

Security, cross-platform, remote SSH, mobile, backwards compatibility, and performance were all considered. The change only removes a conditional in the renderer.

- Line 318: **Associate the Environment label with the input.**
This text is a `span`, not an input label. In the newly visible empty state, the
input instead gets its accessible name from “No default environment,” which
describes the state rather than the control. Associate the visible label with
the input using `htmlFor` and `id`.

Based on learnings, user-operable controls need an appropriate accessible name.

Walkthrough
The environment editor now renders when default and override environments are empty. Agent catalog callers no longer pass a flag to control its visibility. Tests cover adding and saving a variable in an empty environment and the input state after reset.
Severity of issue fixed: Medium
Merge Risk: Low · up to 2eeb2
This change lets users add the first environment variable for an agent whose environment is empty, which fixes the reported problem. The remaining issue is small: screen readers do not announce the field as "Environment". It can be fixed with a small label association and does not block merging.

Full details: Linked Issues check
Explanation
Active direct issue #35997 requires an available way to add the first environment variable when the environment is empty. AgentDefaultEnvInput now renders the Environment editor without the empty-state gate and keeps the existing “No default environment” placeholder. The new test verifies that typing CLAUDE_CONFIG_DIR=/tmp/claude-official and blurring saves the parsed variable through onSaveEnv. The implementation satisfies the issue without requiring a separate Add button.
Full details: Out of Scope Changes check
Explanation
The changes remain within issue #35997. They remove the showEmpty gate, remove the dependent hasDefaultEnv plumbing, and update focused tests for the empty editor and reset behavior. These changes support the required empty-state editor behavior. No unrelated product behavior is identified in the reviewed change summary.

Cover the empty Claude path through the row and store.
The new test mounts AgentDefaultEnvInput alone with a vi.fn() save callback. It checks only that blurring a valid draft calls onSaveEnv. It does not render AgentLaunchSettingsCatalog or AgentCatalogRow, expand the Claude row, or reach window.api.settings.set. A regression in the row or catalog that hides the editor, or in the store that drops the update, would still pass this test.
Add a case to agent-permission-conversion-persistence.test.tsx that starts with an empty Claude environment. Expand the detected Claude row, type CLAUDE_CONFIG_DIR=/tmp/claude-official, blur the field, and assert that window.api.settings.set receives an agentDefaultEnv update for Claude. Model the setup on the existing empty-after-reset Goose case in that file.

The local agent Environment editor returned null when an agent had no
default env, override, or draft, so only goose showed it while empty and
users had no UI path to add a first variable. Always render it, dropping
the showEmpty/hasDefaultEnv plumbing.
