兼容修复（CRLF brief 解析、反斜杠路径归一、rename 行、git fetch 超时、pack tar 相对路径）+ 架构收敛（steps 共享步骤、persistPlan 钩子、index 统一通道、err() 统一错误构造）。38/38 契约测试通过，审查七维 passed。Closes #1
