fix: chunk bulk human-review dispatch to avoid saturating the backend - #394

Firing all selected dispatches in parallel exceeded jarvis's worker pool (~32 slots), where each request blocks on a synchronous Stakwork project-creation call; the overflow queued past boltwall's upstream timeout and surfaced as a consistent ~14 opaque 500s per 50-review batch. Dispatch now runs in chunks of 8, keeping the pool comfortable and pacing Stakwork; failure accounting and the partial-failure selection behaviour are unchanged.
