[DO NOT MERGE] add vala network

[dangell7]

• Need to update my cluster to use the network id below. Currently uses 999 but that will fail with networkID amendment
• Publish and add VL
• Update NGINX to serve peer and ssl tcp

@interc0der maybe think about how the witness information (if any) needs to be added. This is a sidechain network.
