Revise The Create Initiative Page

It contains below changes:

• revise the create / edit initiative page, change from a long page to a tabbed page
• add icon to tabbed page
• show number of validation error as badge in tabbed page
• get exchange rate, revise not to get yesterday's exchange rate if project start date is not entered yet. A project start date is required for getting exchange rate
• revise currency list popup modal, show all 33 currencies in two columns, user can view all of them without scrolling
