Prepare the v1.3.0 changelog for the Trip Editor release.

This release entry summarizes:

• Vue/Vite Trip Editor cutover and legacy editor cleanup.
• Trip Editor feature parity work across metadata, regions, places, areas, segments, tags, visit progress, rich notes, geosearch, map utilities, and responsive UI polish.
• Deployment/static asset changes for Trip Editor Vite bundle generation and published-output behavior.
• Test-credibility and real endpoint contract coverage added under Trip Editor E2E tests must prove real contracts, not mocked CRUD paths #297.
