fix: preserve WASI declarations through release packaging - #232
The 1.4.1 packaging job rejected its WASI artifact because fuzzy-search.wasi.d.cts was missing. NAPI CLI 3.10.9 generates and requires this declaration, but the upload whitelist discarded it.
Transfer WASI declaration files with the binding artifacts and restore them with the runtime loaders. Add a release-bundle contract test using the configured binary name while retaining debug-WASM exclusion.
Validation: actionlint, formatting, and diff checks pass. The regression runs in CI; publishing must use the corrected main revision after merge.

Bug Fixes
Release builds now retain generated WASI CommonJS declarations in package artifacts, making them available to test and packaging steps.
Tests
Added a check to verify release artifacts include the expected WASI files and exclude the debug WASM file.

Walkthrough
The release workflow now includes WASI CommonJS declaration files in build artifacts and copies them into test and pack binding directories. A workflow test checks the required WASI bundle patterns and excludes the debug WASM file. A Changeset note records the declaration-artifact change.
The build job uploads WASI CommonJS declaration files. The test and pack jobs copy them from downloaded binding artifacts. A test checks the upload patterns, and a Changeset note records the change.
The release workflow now carries the WASI declaration file through packaging, which fixes the stated 1.4.1 failure. The new regression test fails the repository lint check, so CI will not pass until the parsed workflow path is narrowed to a typed value.
